Responsibilities
The National Security Agency is looking for experienced Program Managers to plan, define, and execute programs. Knowledge of acquisition and business practices to include acquisition and financial management are essential to enable NSA to continually modernize efficiently and effectively. We are seeking experienced and passionate Program Managers to lead and shape the future of program management functions. Working directly with the mission and technical partners you will have the opportunity to build and hone your program management skills overseeing an NSA program. You will gain extensive experience in NSA project management methodologies and technologies while working across the enterprise. Responsibilities include: Establish cost, schedule and performance baselines for projects and programs (a related portfolio of projects) Implement best practices and processes to track progress of services and development of capabilities in terms of defined cost, schedule, and performance outcomes. Adjust priorities and resource allocation based upon objective program perform ance data. Provide metrics and analysis to support forward-looking decision-making based on data. Collaborate with senior leaders, senior technical leaders, system engineers, and fellow program managers to help develop a strategic vision and goal for the organization. Establish governance processes for program and related reviews. Oversee a testing program that satisfies DoD/ODNI/Industry guidelines while demonstrating that an acceptable level of customer expectations have been assessed and met. Leverage data and analysis from systems engineers, configuration managers, contracting officers, and financial managers to inform project/program performance measures. Communicate program successes and issues to reflect performance as compared to the program baseline and performance standards. Provide program status reports and briefings to internal management, NSA senior leadership and government oversight officials in the DoD, ODNI, and Congress. Effectively set and alter priorities. Work in a blended environment with civilian, military, and contractor personnel. Effective use of the Microsoft Office suite of tools. Understand information technology and telecommunications products, programs, tools, and processes. Certificates: PMP and/or DAWIA certifications are preferred.
Skills
Preferred -- Experience doing quantitative and qualitative program/project analysis such as Earned Value Management. Leadership of people and/or projects at a significant level of responsibility preferred. Monitor program requirements and/or contract performance and execution across its life-cycle (for example, perform duties of Contracting Officer's Representative). Broad technical expertise, especially in areas of computer science and systems engineering.
Qualifications
Salary Range: $66,510 - $103,639 (Full-Performance) *The qualifications listed are the minimum acceptable to be considered for the position. Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Entry is with a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of relevant experience or a Doctoral degree and no experience. A high school diploma or GED plus 7 years of relevant experience, or an Associate's degree plus 5 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position. Degree must be in a Business Field (e.g., Program Management, Business Management, Business Administration, Accounting, Finance, and Economics) or a Technical Field (e.g., Engineering, Systems Management, Computer Science, and Information Technology). Relevant experience must be in program management (e.g., trend and forecast analysis, earned value management, cost benefit analysis, balanced scorecard, activity based costing, life cycle cost estimating, activity based budgeting, and gap analysis). Managing DoD and IC sponsored programs and DAWIA I in program management or equivalent certification is preferred. Salary Range: $94,796 - $145,629 (Senior) *The qualifications listed are the minimum acceptable to be considered for the position. Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Entry is with a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience or a Doctoral degree plus 2 years of relevant experience. A high school diploma or GED plus 10 years of relevant experience, or an Associate's degree plus 8 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position. Degree must be in a Business Field (e.g., Program Management, Business Management, Business Administration, Accounting, Finance, and Economics) or a Technical Field (e.g., Engineering, Systems Management, Computer Science, and Information Technology). Relevant experience must be in program management (e.g., trend and forecast analysis, earned value management, cost benefit analysis, balanced scorecard, activity based costing, life cycle cost estimating, activity based budgeting, and gap analysis). Formal or informal supervisory experience is required. Managing DoD and IC sponsored programs and DAWIA III in program management or equivalent certification is preferred.
