Job Description:

Overview: ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.

We are a Small Business DoD contractor and are aggressively seeking candidates to provide Advisory and Assistance Services to the U.S. Air Force (AF) Operations (A3) Checkmate Division (AF/A3K)

The AF/A3K requires contractor support to gather information, provide advice, opinions, recommendations, and ideas to the Chief of Staff of the Air Force (CSAF) and other AF leaders. Checkmate develops operational strategies and concepts to inform sound decision-making, focused on near-term, current operational challenges associated with the National Military Strategy. In general, the contractor will support Checkmate with information gathering and strategic analysis to provide recommendations for the effective employment of warfighting capabilities. The contractor shall compile associated briefing material and participate in the presentation, ultimately informing sound military advice to AF senior leaders. The contractor shall assist Checkmate by providing experienced insights into the national security decision-making processes used by the Joint Chiefs of Staff (JCS) Tank and National Security Council (NSC); formal and crisis planning practice; and helping Checkmate to anticipate institutional, Combatant Command (CCMD) and air component response to developments, tasks and planning requirements.

Place of Performance : The Pentagon

Period of Performance : 18Sep2017 through 17Sep2022 (one Base Year + four Option Years).

Estimated Award Date : 15Sep2017

This position is contingent upon Task Order award.

Responsibilities: The U.S. Air Force Checkmate Office develops operational strategies and concepts to inform sound decision-making, for the Chief of Staff of the Air Force (CSAF) and other AF leaders. It focused on near-term, current operational challenges associated with the National Military Strategy.

The candidate will assist Checkmate with information gathering and strategic analysis to provide recommendations for the effective employment of warfighting capabilities. The candidate shall compile associated briefing material and participate in the presentation, ultimately informing sound military advice to AF senior leaders.

The candidate shall assist Checkmate by providing experienced insights into the national security decision-making processes used by the Joint Chiefs of Staff (JCS) Tank and National Security Council (NSC).

- Assist in developing, coordinating, and advising on the implementation of policies to provide air, space, and cyberspace power expertise supporting the CSAF, AF/A3 and Numbered Air Force (NAF) Air Component Commander and Staffs, focused on the near-term time horizon (0-24 months) and current operational challenges PWS with respect to Korea.

- Provide operational and political-military (Pol-Mil) perspective and advice to AF Checkmate as the office advises the CSAF, AF/A3 and other senior leaders on the employment of AF capabilities for achieving necessary Joint Warfighter effects against challenges associated with Korea; taking National, Department of Defense (DoD) and AF strategy, doctrine, policies, concepts and objectives into consideration.

- Advise the Joint Staff (JS) and Combatant Commanders (CCDRs) during operational planning and analysis in order to provide optimal recommendations for the employment of AF capabilities against operational challenges associated with Korea.

- Develop position papers and present high-level briefings of conclusion that may be conceptual and untested pending vetting, verification, and operational proof of concept.

Qualifications: - Active Top Security Clearance

- Subject matter expert on Korea, Northeast Asia, and Pacific matters.

- Civilian engineering or science degree(s) [Bachelor and Master's degree (MA) or Doctorate (PhD)] from an accredited university or graduate of United States Air Force Academy (USAFA), United States Naval Academy (USNA), United States Military Academy (USMA), or equivalent service academy with an emphasis in Korea Studies.

- No less than ten (10) years of combined federal [DoD or Department of State (DoS)] experience with five (5) years total experience at MAJCOM, HAF or JS/CCMD J2/3/5/8.

- Possess multiple in-country experience working Korea Pol-Mil issues with allies or partner nations in one or more of the following fields - Security Cooperation, Defense Policy, Alliance Management, Ministry of Defense or Joint Staff Liaison, Force Development or Burden Sharing.

- Attendance and/or course completion certification and/or work experience in Korea Security Studies.

- Assignment experience preparing U.S. Flag/General Officers for Congressional testimony.

- Experience in lieu of Degree Allowable Substitutions are :
