Job Description:

Overview: ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.

Our team is aggressively seeking candidates to provide NavAir 1.4 program management, financial management, training support, policy support, information technology coordination and technical support services.

This position in contingent upon task order award. Anticipated award date is 1 Aug 2017 with a period of performance start date of 1 Sep 2017 (one base year + four option years).

The main effort of work is located on or near NAS Patuxent River, MD.

The Naval Air Systems Command (NAVAIR), International Programs Department (AIR-1.4), also known as the Systems Command Security Cooperation Office (Hereinafter, SSCO), is responsible for overseeing NAVAIR International Programs and advocates on behalf of the same. SSCO conducts strategic planning, provides training, implements process improvements, manages allocated Foreign Military Sales (FMS) administrative funding, monitors execution of case funding, executes policy, and monitors case development, execution and closure.

The SSCO is also responsible for program management of new and ongoing security assistance programs for various foreign countries and various weapon systems. SSCO also provides the NAVAIR International Programs community with guidance on the implementation of new and modified policies, and improves processes by compiling and analyzing metrics for lean-six sigma projects. SSCO further ensures that NAVAIR personnel achieve the requisite level of International Affairs Certification by developing and providing training courses. The SSCO oversees Cooperative Programs and monitors funding of other customer funds. And lastly, SSCO manages and maintains Information Technology (IT) resources to include hardware, software, share drives, portals and websites utilized by the NAVAIR International Programs community.

Responsibilities: The Financial Analyst provides FMS financial and/or accounting support to the activity Accounting Department, Budget Department, Financial Systems Department or Business Operations Department, or other organizational support elements and other activities. Performs managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. Utilizes Navy ERP to perform financial execution functions. Provides support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operations.

Qualifications: Education Requirements:
BS or BA degree from an accredited college. ALLOWABLE SUBSTITUTION: An AS or AA degree and an additional four (4) years of experience; OR an additional eight (8) years of experience may be substituted for a BS or BA degree.

Experience Requirements:
At least four (4) years financial management experience in FMS, two (2) of which must be within DoN. Financial management experience shall include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), PPBE process and two years of DoN procurement policies and procedures.

Secret personnel security clearance.
