Job Description:

Thisposition supports the Fighters & Bombers Directorate (AFLCMC/WW) at HillAir Force Base (HAFB), Utah as a Mechanical Engineer, Sr. Appliesan understanding of DOD, AF and common engineering/scientific principles,processes and procedures to improve performance and sustainability of existingand future AF and joint service weapon systems. Applies an understanding ofapplying MIL-HDBK-516B, Airworthiness Certification Criteria, to aircraftsystems and subsystems. Assists in translating user requirements into weaponsystem requirements, which will be used to design, develop, fabricate, test andevaluate weapon systems, subsystem and equipment for eventual fielding anddeployment. Assists with the development of requirements and technology needsinto action plans and policies necessary to improve and retain world classmanufacturing, operations, re-manufacturing and de-militarization/disposal ofweapon system capabilities within the USAF. Performstechnical/mission analyses of existing and future operational requirements,assist in developing system concepts and perform technological/trade-offassessments of proposed designs/modifications. Provides rapid responseengineering service and support as augmentation to organic resources throughin-depth problem identification, impact assessment and development ofcorrective actions for critical supportability problems. Supports and conductsthe system safety engineering program, including mishap risk assessments;evaluate contractor safety proposals and safety analyses; evaluate safetyconcerns of Using and Support Commands and assist with resolution of highpriority safety issues.Performsmateriel solution analyses leading up to design reviews. Produces or supports developmentof draft documentation and presentation materials as requested or necessitatedby programmatic limits based on cost, schedule and performance.Assistsin translating user requirements into system requirements, which will be usedto design, develop, fabricate, test and evaluate systems, subsystems, andequipment for deployment.Providessupport to produce or review products that include the following: technicalevaluations/plans; engineering studies, reports and analyses; and acquisitionstrategies/plans such as: Initial Capabilities Document (ICD); OperationalRequirements Document (ORD)/Capabilities Development Document (CDD); CONOPS;Capabilities Production Document (CPD); System Requirements Document (SRD);System Specification; RFPs; System Engineering Plan (SEP); Test and EvaluationMaster Plan (TEMP); Program Environment, Safety, and Occupational HealthEvaluation (PESHE); Information Support Plan (ISP); Program Protection Plan(PPP); Technology Assessment/Control Plan (TA/CP); Information AssuranceStrategy (IAS); Security Classification Guide (SCG); Alternative Live Fire Testand Evaluation Plan; Clinger-Cohen Act Compliance (CCA); Consideration ofTechnology Issues; Data Management Strategy; Chemical, Biological,Radiological, and Nuclear (CBRN) Survivability Assessments; Net-Centric DataStrategy; Spectrum Supportability Determination; Technical Data RightsStrategy; Technology Readiness Assessment (TRA); Manufacturing ReadinessAssessment (MRA); ICD; and other program/technical documents as required.Developsand collects technical data and inputs for staff summary packages and executivebriefings to support coordination and signature of all associated documents formilestone approvals.Supportsproject team meetings, working groups, and reviews as needed, such as: SRR,PDR, CDR, TRR, TCM, Technical Interchange Meetings (TIM), FCA, PCA, ProductionReadiness Reviews (PRR), PMR, and other meetings/working groups/reviews asapplicable.Analyzesequipment and software deficiencies, make recommendations for equipment andsoftware deficiency corrections, and develop, integrate, and test equipment andsoftware deficiency solutions.Assiststhe government in the engineering evaluation of prime and subcontractorrecommendations for operational and support issues such as: evaluations ofAdvance Change Study Notices (ACSNs), ECPs, CCPs, FAA Bulletins, modificationproposals, DMS, program risk, and related documents.Supportsthe development and evaluation of IMP, IMS and Systems Engineering DetailSchedule (SEDS) engineering cost estimates.Performs,as required, an advisory role for program source selections on all engineeringrelated requirements.SupportsAFLCMC/WW in the performance of disciplined engineering activities to assureOSS&E for all products. Follows the Life Cycle Systems Engineering (LCSE)and OSS&E related AFIs and all lower level supplements and relateddocuments including applicable OIs.Assistswith establishing, implementing and adhering to LCSE processes to ensureOSS&E compliance is achieved and maintained.Aids theAir Force in reviewing and updating the OSS&E Baseline Document and shallsupport the Air Force in the identification of OSS&E elements, progressreporting of OSS&E metrics, and interaction with other organizations toensure continued OSS&E compliance.Ascertainsthe implementation status of the SEP throughout program operations and notifythe Air Force of pertinent shortfalls or gaps for which corrective action maybe needed.Helpssupport the Air Force Integrity Programs, maintain and update the CriticalSafety Item (CSI) list, and monitor Airworthiness Certification for FighterBomber Directorate aircraft.Independentlyaccomplish systems engineering analysis on a broad range of aeronauticalsystems and capability planning to drive timely and cost-effective materielsolutions for existing fighter and bomber programs and future programs (e.g.Next Generation Bomber and 2030 Air Dominance programs), with MAJCOM, Center,Air Force Research Laboratory, and industry partners, from conceptidentification to system fielding and ensure they are properly aligned withcrosscutting capabilities across the Aeronautical Enterprise. Institutes acollaborative process bridging warfighter (sponsor) identified capability needs(requirements) to planning for the acquisition of materiel solutions whichsatisfy the need. Also includes researching program information, providingsystems engineering insight, conducting analyses, and briefing preparation.Independentlymanage interfaces and processes with the development planning, technology,intelligence, acquisition, sustainment, and user communities.Independentlyapply knowledge and experience to the scope of enterprise activities whichspans requirements/acquisition and sustainment and includes: understandingdoctrine, assisting in identifying and defining requirements, developinghorizontally integrated acquisition, sustainment, and investment strategies,integration of technologies, integration of intelligence, and development ofsustainment strategies. Capability requirements and option sets will bearchitecture-based to ensure the necessary interoperability and appropriatelinkages to other capabilities. The integrated option sets developed may cutacross multiple platforms, programs and phases as well as across multipleenterprises.Supportsdevelopment of strategies for crosscutting capability requirements. Assistswith initiating, writing, reviewing, developing, implementing documentationactivities such as TEMPs, SEPs, RFPs, SOOs, Contracting items and Data Items,Test Plans, LCMP, Pre-MS A and Pre-MS B documentation, etc. as appropriate.Supportsthe identification, assessment, and analysis of the future capability solutionsets required to support capability requirements. These activities will becritical subject areas during Program Reviews (PRs), Integrated BaselineReviews (IBRs), etc. Reviews systems engineering initiatives brought about bypolicy changes to buying commercial items (such as acquisition of NDI, COTSitems, and FAA certified items) and commercial practices (e.g., PerformanceBased Business Environment).Assistsin managing capability and systems engineering studies that involve multipledivisions.Assistsin communicating system engineering solutions, risk analysis, and futuresolutions within the AFLCMC to include programs as well as MAJCOMs, otherenterprises, and the Air Staff.Assistsin transition of programs into and the termination of programs out of theFighter/Bomber Directorate for use in the field enhancing the warfighterscapabilities.Assistsin planning across Family of Systems (FOS) and Systems of Systems (SOS)Engineering especially in the development of Capability Manager Strategies,e.g. airborne electronic attack and others.Assistsin establishing a capability architect function with each Division to ensureintegrated architectures are developed and used as a standard underlyingvehicle for cross enterprise comparison, analysis, and integration for theFighter-Bomber Directorate.Develops,improves, and administers technology processes to include Applied TechnologyCouncils, Small Business Innovative Research, and/or other initiatives toidentify, assess, and submit proposals to the technology community to pursuefurther.Reviewsplanning documents (e.g. Mission Need Statement /Operational RequirementsDocument/ICD/CDD/CPD) for realistic industrial base execution. Promotes the useof MS&A throughout the acquisition lifecycle process and foster thedevelopment and maintenance of common use MS&A tools useful to thegovernment/industry.Assistsin integration of intelligence information and infrastructure to ensurecross-enterprise capabilities planning and system acquisition.Providesa wide range of recommended solution sets for capabilities integrationplanning. The contractor shall organize large and small group briefings fordiscussions gaining cross- Divisional engineering expertise. From thesemeetings a draft of the permanent record, record discussion content, debrief,and accomplish overall planning shall be developed. Support collaboration withDivision Senior Functional Leads and manage higher headquarters and internaltasks from the AFMC SOCCER database, establish, coordinate, and implementresponsibilities of the program control and functions to include reporting andbaseline and schedule management, integrate the Division's business processes,as well as, accomplish assigned special projects.ProvidesStructural 3-D Computer-Aided Design (CAD)/Modeling Engineering SupportAppliesa thorough knowledge of 3-D Modeling processes and specifications, and anin-depth understanding of the use of the current version plus the last threeversions of Siemens NX modeling software as well as Siemens Team Center. Thiswill be necessary to establish and maintain consistency of solid model productdesign, tolerances, component management processes, and use. Creates and/ormodifies solid models to A-10 specifications. Participates in Governmentreviews, meetings, and working groups, as applicable, and in Government andindustry teams for the resolution of complex drafting and design issues. Supportsthe A-10 SPO by researching and resolving technical issues related to the 3-DCAD modeling of aircraft structural parts, assemblies and installations. Theemphasis is on core knowledge dealing with CAD modeling as applied to designand manufacturing issues for aerospace production and long-term sustainment andreuse of the 3-D engineering data. The following items are typical structuralcomponents for which 3-D CAD services shall be necessary: sheet metal parts,machined parts, composite parts, bulkheads, frames, spars, and other parts, as needed.Additionally, all definition for these parts and assemblies are containedwithin the CAD models as Model-only Based Definitions (MBD) and Team CenterProduct Lifecycle Management (PLM) database. All work performed shall becoordinated with the A-10 Technical Leads who are the Government focal for alltechnical decisions for their respective area of responsibility.Maintainsdetailed knowledge of aircraft 3-D CAD modeling practices and the A-10 SPO CADmodeling software to provide direction to the A-10 SPO, A-10 Contractors, theA-10 Depot, A-10 Commodities Support, and Defense Logistics Agency on propermodeling and use of A-10 Aircraft structural 3-D CAD models of components andassemblies.DirectsA-10 3-D CAD modeling efforts to ensure that models created or procured aremodeled correctly and are useable by the A-10 SPO for long-termsustainment. Validates all CAD modelsthat will be used for engineering definition of A-10 parts or assembliesagainst A-10 CAD modeling specification and standard NX modeling practices.Creates,validates and maintains \"Master\" A-10 Loft Surfaces that are criticalfor proper placement of all major aircraft structural components andassemblies. Creates and validates derived surfaces to be used to support partsproduction.Creates,validates, and maintains \"Master\" A-10 interchangeable interfacesdata in the 3- D dataset that was previously defined by \"control media perMIL-I-8500\" in legacy 2-D environment.Maintainsthe A-10 3-D Model Based Definition (MBD) practices. Research latest proposedchanges to American Society of Mechanical Engineers (ASME) Y14.41,\"Digital Product Definition Data Practices\" to ensure A-10 model onlypractices are consistent with future practices.Creates,validates, and maintains 3-D parts library of structural hardware used to modelthe A-10. Update model library when new components are used.Creates3-D models of aircraft parts and assemblies to support integration of solidmodels into existing A-10 engineering data packages. Create 3-D models fromlegacy data to support integration efforts. Create 3-D engineering datapackages for incorporation into both 2-D legacy engineering data packages and3-D MBD (model only) engineering data packages used to support the A-10aircraft. Update 2-D legacy engineeringdrawings with PixEdit raster editing tools and/or NX CAD. Link 2-D legacy engineering package inJEDMICS to the 3-D models in Team Center.Develops3-D \"Build-to-Packages\" engineering data packages for MBD fromEnhanced Wing Assembly (EWA) 3-D models and PLM databases to support spareparts procurement.Developsproper 3-D CAD assembly linking relationship methods between detail parts andassemblies for proper assembly management. Change methods and update models inA-10 database if methods or software changes.Ensuresthat the A-10 aircraft subsystem 3-D models are accounted for in the structuralinstallations and de-conflicted correctly.Resolvesidentified 3-D CAD technical issues with software vendors, A-10 contractors, orthe A-10 CAD-using communities to ensure A-10 CAD models are useable for theirintended purpose.Coordinateswith A-10 CM to ensure CAD models are maintained and controlled in the A- 10PLM database. Determines proper databaseattributes necessary to maintain 3-D data.Createsand implements a data update plan consistent with SAE ARP 9034, \"A ProcessStandard for the Storage, Retrieval and Use of Three-Dimensional Type DesignDataā€¯.Createsstatus reports and develop detailed planning of CAD project.
Establishesand maintains effective professional working relationships with co-workers, andcustomers.Followspolicies and procedures as described in corporate manuals and directives.Attendswork each day during scheduled work hours unless on approved travel or timeoff.Performsoccasional travel to contractor and customer sites, as required (see WORKINGCONDITIONS below).Worksflexible hours, including occasional overtime.Carry'sout other duties as may be assigned or requested.Submitsmonthly status reports and other information as requestedComplieswith requirements of the contract's Visitor Group Security Agreement(VGSA). Perform occasional travel to contractor andcustomer sites, as required. Work isperformed indoors with some potential risks to safety and health hazardsrelated to electronics.QUALIFICATIONS:
ASenior labor category shall have a minimum of 15 years of experience and anaccredited (such as ABET) Bachelor's degree in engineering. A Senior laborcategory typically works on high-visibility or mission critical aspects of agiven program and performs all functional duties independently. A Senior laborcategory may oversee the efforts of less senior staff and/or be responsible forthe efforts of all staff assigned to a specific job.Normally,this position would have a minimum of 10 years' of dedicated solid modelingexperience and a MA/MS degree. A Senior labor category may oversee the effortsof less senior staff and/or be responsible for the efforts of all staffassigned to a specific job.Must obtain and maintain agovernment security clearance at the required level.Must be proficient in the use of Microsoft Office Applications (Outlook,Word, Excel) and other standard (Customer specified) applications.Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess avalid driver's license and proof of insurance.Physical Skills and Abilities:
