ARServices is seeking a Technical Project Manager to provide Advisory and Assistance Services (A&AS) to The Defense Threat Reduction Agency (DTRA) Research and Development (RD) Directorate. DTRA RD provides research, development, test and evaluation (RDT&E) investments that focus on maintaining the U.S. military's Combating/Countering Weapons of Mass Destruction (CWMD) technological superiority, sustaining current readiness, and mitigating the risks of technical surprise in the CWMD mission space for the entire Department of Defense (DoD).
This Advisory and Assistance Support (A&AS) position is designed for a mid-career person and has two major areas of responsibility: 1) provide advice and support to DTRA RD senior personnel in the Planning, Programming, Budget, and Execution System (PPBES) in support of the DTRA and RD mission, and in preparation and tracking of related documents and presentations, 2) provide support to the Deputy RD as an "action officer" capable of working on multiple small and large projects addressing a range of management, strategic, and process issues facing the Directorate.
Provide advice and assistance to the government in the formulation, synchronization, presentation, maintenance, and monitoring of the RD PPBE process Analyze applicable national, DoD, and DTRA level strategic policy and guidance and then integrate into programmatic guidance that can be effectively implemented by subordinate RD departments and offices Coordinate with various DTRA Directorates and Departments in reference to the agency strategy and associated strategic programming and planning frameworks to effectively and efficiently implement a coherent RD PPBE process over successive Future Years Defense Program (FYDPs) Serve as the technical programmatic lead to assist RD government leaders in the development of the RD PPBE strategy, to include maintaining and strengthening processes supporting the annual RD Program Review, the Program Objectives Memorandum (POM), and budget justification materials Support the RD Departments in defining priorities through the programming of scientific research and technology development projects and programs Support development and staffing of interagency and intradepartmental support agreements, establishing funded work agreements between DTRA, other federal agencies, or other DoD organizations Advise and assist the Deputy Director to develop presentations to a wide variety of audiences, to include the executive branch, Congress, and international and interagency partners; support RD strategic communications by assisting with the management and development of processes and products Develop, coordinate and review staff actions; advise on Directorate reports to higher headquarters Support Directorate operational readiness and warfighter engagements; plan and coordinate requirements for Directorate leadership participation in various events and activities; research and recommend courses of action to improve Directorate strategic management and Directorate Front Office operations Provide thought leadership and develop white papers and analyses on a wide range of chemical, biological, radiological, nuclear and high-yield explosive (CBRNE) science and technology-focused areas of interest Requirements
A secret clearance and the ability to obtain SCI access Experience coordinating the DoD PPBE process General understanding of DoD RDT&E and/or Science & Technology project portfolio management and programming OSD, Joint Staff, CCMD Staff, Component, Service, or Agency-level staff experience (either military or civilian) At least ten (10) years of experience within DoD or its subordinate agencies, organizations, or Services Demonstrated knowledge of defense acquisition management practices, risk management practices, and the associated framework of policies and guidance, to include the DOD 5000 series, the DOD FMR, and the FAR Demonstrated experience participating in, and ideally building cross-functional teams in complex organizational environments Proficiency with Microsoft Office products, to include Word, Excel, Project, PowerPoint Experience developing Congressional or other Senior Level briefings Desired Qualifications
Master's degree in science or engineering field, Systems Management, Financial Management, or Business Administration Experience with DTRA or other DoD component S&T programs Demonstrated experience developing program/project performance analysis processes and products Proficiency in Microsoft Project and Visio Experience as an action officer, executive officer or military assistant supporting the offices of General or Flag Officers, or senior executives (SES) Demonstrated experience in formulating and leading process improvement and/or innovation initiatives in defense organizations Experience with formulating, reviewing and/or implementing strategic plans Ability to address issues in working group settings or present on behalf of government lead Acquisition Training/Certification: DAU level 1 or better, and/or PMP
