Responsibilities
This is a Regional Command, Defense Contract Management Agency (DCMA) non-supervisory, Information Technology Specialist (Policy and Planning) position within the Technical Team. Develop strategies, goals, tasks, roles, responsibilities, and information needed to formulate, promulgate, and optimize agency Technical policies and procedures associated with Software Acquisition Management (SAM). Create, establish and maintain agency Software Acquisition Management (SAM) policies and processes for effective contract administration of Defense acquisitions. Develop a competency model that establishes competency requirements for Software Acquisition Management. Conduct Staff Assist Visits (SAVs) to evaluate implementation of agency policy, procedures,standards, and metrics, provide expert advice on policy, resourcing, and competency, technical guidance, and assistance. Evaluate adequacy and accuracy, and determines required changes to existing agency policies and procedures based on changes in the Federal Acquisition Regulation (FAR), the DoD FAR Supplement, DoD regulations, and other governing documents. Assess the need for policy updates based on analyses of agency indicators; trends analyzed during review of field surveillance plans; competency review results; and trends detected during analyses of program metrics.

You will receive credit for all qualifying experience, including volunteer experience. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-12. Specialized experience is defined as: Experience applying knowledge of advanced software engineering and analysis principles, concepts, and standards in support of complex defense acquisition systems, providing technical advice throughout the Software Development Life Cycle as well has performing decision analysis, and developing Software Acquisition Management mentoring/training/workshop material and presenting them.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations
