Job Description:

ARServices is seeking a highly experienced Program Manager (PM) to provide support to the USDA Forest Service's Employee Relations (ER) program. The PM will lead a team of Human Resources consultants and investigators in support of the agency's enhanced anti-harassment program.
Principal Duties
Provide program management expertise to the USDA Forestry Service division to support enhancement of anti-harassment programs Provide program management support to a team of human resources consultants and investigators who are tasked with conducting and properly documenting investigations/inquiries in accordance with agency standards; analyzing anti-harassment and misconduct cases for work environment trends and consistency; monitoring and reporting quality control; and developing strategic recommendations for improvements in agency processes and practices. Review program technical, cost, and schedule data to assess performance against program objectives Create and maintain program and project management documents, including monthly status reports, yearly spend plans and execution reports, and other required documents Develop and maintain budgets and spending plans, and track project expenditures Develop and maintain program review materials, including Microsoft PowerPoint slides and Excel spread sheets Requirements
10+ years of experience as PM supporting Labor and Employment Relations or Human Resources programs, or a related field Experience conducting or overseeing harassment investigations within the federal government Familiarity with anti-harassment and other EEOC laws and regulations Experience with Budget and Resource Management Ability to develop executive-level briefing materials Ability to develop strong working relationships within teams and across the organization Excellent oral and written communication skills, including experience presenting to multiple audiences Creative thinker; strong analytical, multitasking, and interpersonal skills Eligibility to receive a USDA Personal Identity Verification Badge Travel may be required Desired Qualifications
PMP Certification Experience with the USDA or Forest Service
