This position provides Assistance and Advisory Support (A&AS) to the Defense Threat Reduction Agency (DTRA) Chemical and Biological (CB) Defense Department, Diagnostics and Detection Division (RD CBA). The Diagnostics and Detection Division has a portfolio of science and technology projects in the areas of detection of chemical and biological threats in near real time, and research targeting diagnostic S&T and device development
This position is the Technical Lead / Scientist for the Division providing both scientific and project management support to the client for developing chemical and biological detection and diagnostic technologies. The Technical Lead is responsible for analyzing problems and developing experimental or theoretical techniques for formalized engineering or scientific studies. The successful candidate will resolve a variety of technical problems leading to advanced engineering studies designed to increase efficiency or reduce costs; prepares technical manuals, reports and procedures reflecting advance knowledge in assigned area of expertise; and evaluates proposals and makes recommendations based on sound scientific principles and practical considerations.
Assist with leading a multidisciplinary team on variety of current and emerging Chemical and Biological defense applications as well as supporting required administrative tasks. Assist the government with initiation, design, development, execution, reporting, and implementation of scientific research projects in the Diagnostics and Detection Division, Assess state-of-the-art and emerging technology in terms of utility, maturity and risk, and potential applicability for meeting chemical and biological defense requirements, Assist in developing vision, goals and objectives for the RD Enterprise and its individual elements and coordinating and integrating them with respect to DTRA, Provide technical, administrative and logistical support for planning, implementing and evaluating program activities which may include, but not be limited to, response to taskings and inquiries, preparation of budget and fiscal execution information, program reports and conducting and reporting meetings, conferences and working group activities, Review program documentation for completeness and accuracy. Review program technical, cost and schedule data and assess adequacy of performance for meeting program objectives. Identify shortfalls and potential corrective actions, Assist in formulating and preparing draft briefings, reports, and other communication materials for presentation to senior officials in DoD and other executive branch agencies, professional symposia, and other audiences. Bachelor of Science plus 9 years of relevant experience, or Master of Science plus 7 years of relevant, or Doctorate plus 4 years of experience in one of the following or related disciplines: chemistry, physics, physical chemistry, biochemistry, biology Familiar with Federal Government Acquisition and Planning, Programming, Budgeting and Execution (PPBE) Knowledge of commonly used contracting methods and contract types Knowledge of common budgetary practices, procedures, regulations, precedents, and guidelines Proven analytical, strategic planning, program management and financial skills and expertise Ability to collaborate across a diverse workforce to achieve the objective Excellent communication skills for interface with customers Familiarity with Microsoft Office applications Active/current Secret Clearance required Desired Qualifications
