The successful candidate will provide Advisory and Assistance Services (A&AS) support to the Defense Threat Reduction Agency (DTRA), Test Science and Technology Department (RD-TS). Overall duties involve providing program integration and acquisition support for highly technical research and development (R&D) programs related to counter WMD test programs. The successful candidate will clearly demonstrate the capability to translate the client's requirements and guidance into actionable project plans and into acquisition plans and documentation that can be used by the DTRA contracting office to meet program acquisition and program integration needs.
The candidate will function primarily as a division planner/scheduler working directly with the RD-TS Test Integration Division (RD-TSI) staff and elements of the RD-TS team This includes working with RD-TS branch and division chiefs and RD-TS test team members to provide planning/scheduling/resource allocation project management capabilities to support Research, Development, Testing & Evaluation (RDT&E) programs requiring RD-TS test team to execute tests, experiments, and demonstrations Management and facilitating the Senior Review Panel, the Master Test Schedule, and other meetings to determine test team composition and test scheduling. It will also include participation in the Project Review Panel (PReP) a screening process for acceptance of new test events requiring RD-TS test team participation Conduct of market research, cost estimations, development of acquisition plans, and development of request for proposal documentation and management of all supporting acquisition documentation in support of DTRA RDT&E efforts Preparation of program management documentation; development of reports and briefings, planning of support meetings and coordination with the government program management staff Support of acquisition management (including grants and Small Business Innovative Research awards) Acquisition coordination within the Department, within DTRA, and with organizations external to the Agency Requirements
Current/active DoD Secret security clearance Bachelor's degree in business related discipline with 10 years of relevant experience Demonstrated expertise with the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, DoD Directive 5000, DoD Instruction 4000.19 and the DoD Financial Management Regulation is required At least 5 years' experience in DoD acquisition, program financial management, research and development, or science and engineering required Fluency in MS Office products is required Desired Qualifications
Master's degree in business discipline is preferred with 8 years of relevant experience Experience in support of the Defense Threat Reduction Agency is desired Previous DAWIA certification in any supporting discipline is desired Current Top Secret clearance is desired Experience managing Test and Evaluation projects is desired
