ARServices is seeking a Senior Program/Budget Analyst to support development of the Navy's Program Objective Memorandum (POM). The Analyst will support the OPNAV Programming Division (N80) within the Warfare Integration Division (OPNAV N9I). N80 leads the development and defense of the Navy Program and coordinates the generation, maintenance, and review of all Navy programmatic documentation. The Program Analyst will provide data gathering and analysis that assists with the decision-making functions within N9I and N80. This position is located in the Pentagon.
Provide programmatic support for the development of inputs, as provided by the Government, for Planning, Programming, Budgeting, and Execution (PPBE). Conduct research and critically assess issues and programmatic decisions to provide recommendations to leadership and respond to inquiries applicable to the OPNAV N9I portfolio of programs and resources. Provide broad warfighting priorities and analysis perspective. Analyze financial information in program planning documentation. Assist in the preparation of budget formulation documentation in support of the OSD/Congressional budget processes. Review budget estimates and reports to develop budgetary forecasts for long range funding. Provide recommendations to justify and defend budgets during all required annual and periodic budget submissions or reviews. Utilize the Program Budget Information System (PBIS) to perform tasks, conduct analysis, and provide reports. Collaborate with N9I Resource Sponsors (RS) and staffs outside of the N9I domain to address key emergent issues. Provide analysis and product development support for PBIS issues, white papers, information or decision briefs. Remain thoroughly familiar with the financial structure of RS investments as organized within PBIS. Provide programmatic support in the development, review and analysis of the execution year and out year planning. Provide support for the overall planning, fiscal reporting and controls. Qualifications
Active Secret Security Clearance Bachelor's Degree in finance, business administration, economics, or a related field A minimum of 7-10 years of directly related experience in DoD POM planning, budget formulation, and schedule integration and analysis, including development of budget justification documents, issue papers, and responses to Congressional requests Exceptional Microsoft Excel skills including management of large, multiple sheet workbooks, and experience working with complex formatting, business/financial formulas/functions, and pivot tables Demonstrated experience using DoD financial accounting systems, including PBIS. DoD/Major HQ staff experience; Navy/OPNAV experience preferred Experience interacting and briefing at senior executive level - FO/GO/SES Strong written and oral communication skills Ability to multi-task, prioritize, and adapt to short-fused and sometimes ambiguous task priorities Strong proficiency in MS Office (Word, PowerPoint, Excel)
